Since these meshes are premise, the game has no way of telling the AI that the player has placed a wall in front of them through forge, so the AI would then try to run through the wall, for example. This is why AI was never implemented in forge in Halo 3, Reach, 4, etc. These are made by the developers and “baked” into the map files and don’t exist in multiplayer maps because the were never intended to host AI. The second issue is that AI pathfinding is done primary via premodern 3D meshes that are invisible to the eye, but exist to help guide the AI and tell it where it can and can’t move to in a map. This is not something mods can fix without modifying the engine itself unfortunately.
